In ICS, Area Command is used when there is a number of incidents generally in the same area and often of the same kind. Examples include two or more hazardous materials spills, fires, etc. It is usually these kinds of incidents that may be vying for the same resources.  An organisation that oversees the management of multiple incidents or oversees the management of a very large or evolving situation with multiple ICS organisations.
